Case Study - Fire STOPPING Works

Section 20 Major Works – Residential Block with Commercial Units, West London

Service: Building Surveying, Contract Administration & Project Management
Sector: Residential (Mixed-Use)
Location: West London

The Brief

We were appointed to survey, specify and deliver a programme of major works to a residential block with commercial units at ground floor, with a particular focus on ensuring full compliance with Section 20 consultation requirements.

The client required:

  • A detailed condition survey and defined scope of works
  • Full Section 20 compliance and statutory consultation support
  • Competitive tendering and cost control
  • End-to-end project management in an occupied, mixed-use building

Our Approach

1. Survey & Scope Development
We undertook a comprehensive inspection of the building to identify required repairs and maintenance works across both residential and commercial elements.

Based on our findings, we prepared a detailed specification and schedules of works, ensuring clarity for both statutory consultation and contractor pricing.

2. Section 20 Compliance & Consultation
A key element of our role was supporting the client through the Section 20 process. We:

  • Drafted and issued Notices of Intention
  • Prepared tender documentation aligned with consultation requirements
  • Assisted with Notice of Estimates and contractor selection
  • Ensured full compliance with statutory obligations throughout

Our structured approach reduced risk for the client and ensured the process was transparent and defensible.

3. Tendering & Procurement
We managed a competitive tender process, issuing the works to appropriate contractors and analysing returns to provide clear recommendations on cost and value.

4. Contract Administration & Project Management
Following appointment, we delivered full contract administration services, including:

  • Instructing and overseeing the works on site
  • Monitoring quality and progress
  • Managing coordination within a fully occupied building
  • Addressing both residential and commercial stakeholder requirements

5. Stakeholder Liaison
We maintained clear communication with:

  • Leaseholders and residents
  • Commercial occupiers
  • Managing agents

Ensuring all parties were informed of programme, access requirements, and progress.

6. Cost Control & Certification
We retained full commercial oversight, including:

  • Monitoring expenditure against tendered sums
  • Managing variations and change control
  • Certifying interim payments and final account

  • Full Section 20 consultation management
  • Mixed-use building (residential with commercial units)
  • Detailed specification and tender process
  • End-to-end project delivery and contract administration
  • Stakeholder coordination in an occupied environment
