Planned Maintenance & Condition Survey – Residential Block of Flats

The Brief

We were instructed to undertake a comprehensive condition assessment of a residential block of flats and develop a long-term maintenance strategy to support effective asset management.

The client required:

  • A clear understanding of the building’s current condition
  • Identification of both internal and external repair requirements
  • A structured Planned Preventative Maintenance (PPM) programme
  • Budget forecasting over 5, 10, and 15-year periods
  • Schedules of works suitable for contractor pricing


Our Approach

1. Drone & Physical Surveys
We carried out a detailed inspection of the building, combining:

  • Drone survey technology to assess high-level and hard-to-access areas (roof coverings, elevations, rainwater goods)
  • Internal and external walkover inspections to identify defects and maintenance requirements

This approach ensured a comprehensive and efficient assessment without the need for intrusive access equipment.


2. Condition Assessment & Reporting
We evaluated the condition of key building elements, including:

  • Roofs and rainwater systems
  • External façades and finishes
  • Windows and doors
  • Internal common parts

Defects were recorded, prioritised, and linked to recommended remedial actions.


3. Planned Preventative Maintenance (PPM)
Based on our findings, we developed a structured PPM programme, setting out:

  • Short-, medium-, and long-term maintenance requirements
  • Lifecycle considerations for key components
  • Prioritisation of works based on condition and risk


4. Budget Forecasting
We prepared forward-looking budget cost plans covering:

  • 5-year (short-term)
  • 10-year (medium-term)
  • 15-year (long-term)

This provided the client with a clear financial roadmap for maintaining the asset.


5. Schedules of Works
To support procurement, we produced detailed schedules of works, enabling:

  • Issue to contractors for competitive pricing
  • Consistency and clarity in tender returns
  • Efficient progression into delivery phases
